HSE Duties and Responsibilities

HEAL, SAFETY AND ENVIRONMENT (HSE) are the primary concerns of TDCVN’s Management Board. In our Project Site Organization, the HSE Unit will be direct managed by the Managing Board!

A GOAL OF ZERO INJURIES: This long-term goal clearly focuses organizational attention on safety. Any other goal implies that certain injuries are acceptable.

Our safety objectives reflect the need to make fundamental improvement one step at a time. Constant improvement is a meaningful objective on the way to our long-term goal of zero injuries.

GENERAL

Think before you start work.

  1. Follow Instructions
  2. Don’t guess. If in doubt ask your supervisor.
  3. Report all unsafe conditions to your supervisor.
  4. Don’t work at heights if you are feeling weak or dizzy.
  5. Don’t work if you are sick.
  6. Don’t do anything likely to endanger yourself or others.
  7. Don’t daydream / Concentrate.

DUTIES AND RESPONSIBILITIES

Each and every employee of all concerned parties has its own specific duties and responsibilities toward safety, security and protection of environment at the project’s site.

The following members of the project management are responsible for the initiation administration, implementation and maintenance of the Safety/Security and Environmental Program under his jurisdiction.

Safety Manager

All accidents, near misses, security/traffic environment violation are investigated and submitted preliminary report directly to the Head Office by Safety Manager.

  • The Safety Manager will ensure that there is an effective Health, Safety and Environment policy on the project
  • The Safety Manager will ensure that all project staff and subcontractors are aware of their responsibilities regarding health, safety, environment & security (SSEH) compliance for the project
  • Fully support the project’s safety, security and environment protection program.
  • Maintain safe working conditions and practices, thus ensuring the safety of all workers under his supervision.
  • Plan and provide good housekeeping.
  • Ensure that required personal protective equipment is used in accordance with the safety, security and environment protection procedures.
  • Periodically check the safe working conditions of the equipment and tools being used, and report unsafe conditions to person concerned, for corrective measures.
  • Assign Safety, Security, and Environment Officer.

Project Manager

  • The Project Manager will actively encourage efforts to foster and promote safety awareness with implementation of the unsafe act auditing program
  • The Project Manager will ensure that all serious accidents are fully investigated and that the required corrective measures are implemented

Site Manager

  • Promote the company’s policy regarding safety, security and environment protection and appreciate the responsibilities assigned to each grade of supervision.
  • Familiar with the requirements of construction safety, security and environment protection Manual.
  • Prepare welfare, clinic and sanitation facilities.
  • Provide instruction to establish methods of work, to explain the sequence of operations, to outline potential hazards at each stage, and to indicate precautions to be adopted.
  • Ensure that all supervisory grades reporting to him are aware of, and observe the requirements stipulated in this manual.
  • Ensure safety, security and environment protection planning is well executed, in compliance with the established procedures defined herein.

Safety Supervisor

  • Conduct safety toolbox meeting with workers.
  • Enforce safety, security and environment protection rules and regulations to his workers.
  • Immediately report accidents and apply first-aid treatment, in case of injury.
  • Report any defects in plant and equipment to the Construction Supervisor.
  • Prevent the use of defective or dangerous equipment.
  • Correct unsafe actions, such as horseplay or the taking of unnecessary risks on the job.
  • Immediately report to the Field Supervisor, violators within his jurisdiction.

Medical Representative

  • Administer first-aid treatment for serious injuries or illnesses until the employee can be placed under the care of a project physician.
  • Administer follow-up care to occupational injuries and illnesses as directed.
  • Maintain First Aid Records, Individual employee’s medical records. Supply first- aid equipment and medicines.
  • Perform first-aid duties in accordance with written standing order, prepared and approved by a physician.

Safety Officer

  • Provide advice, guidance and any technical aid that may be needed by the Supervisor in undertaking his accident prevention, health and environmental protection program.
  • Prepare safety, security, environment & health protection program designed to encourage broad awareness in the project.
  • Prepare injury and damage and violation report. Maintain required record keeping system and from these, prepare such charts and tabulations to best show the way to eliminate accidents.
  • Conduct accident investigations, analyze causes and formulate recommendations for corrective and preventive action.
  • Prepare and schedule session for safety, security, and environment protection training seminar for Supervisors, Foremen, committeemen and other employees.
  • Carry out frequent site inspections. Recommend cessation of work in unsafe areas, and stipulate necessary compliance to permit resumption of such work.
  • Attend job progress meeting where safety, security and environment is an item on the agenda.
  • Report on project safety, security an environment protection performance.
  • Take part in discussions on injury damage and loss prevention.
  • Submit the required/necessary reports promptly.
  • Perform the following duties.
  1. SSEH protection indoctrination of new employees.
  2. Protective equipment emphasis.
  3. Safety/security/environment meeting, planning and assistance.
  4. Supplying information and educational materials for meetings.
  5. Accident investigation follow-up.
  6. Suitable job placement for employees able to return after injury.
  7. General publicity, handouts, management reports, memos letters, etc.
  8. Arranging periodical safety, security, environment inspection of the project.
  9. Scheduling and conducting special meeting for all employees.
  10. Arranging first aid training and other special instructions.

Workers

All employees must assume full responsibility for their own safety and health. In addition, they must make sure that their actions will not jeopardize the safety or health of other employees.

Each employee must have the proper safety attitude, set a go example for new employees, and encourage the personal interest and active participation of fellow employees. Each employee should take safety home as well. Unless each individual assumes the full responsibility for safety, the site’s safety objective-the prevention of personal injuries and occupational illnesses-cannot be attained.

  1. Know and follow area and site safety rules.
  2. When it another area of the site, learn and follow the safety rules of that area.

Responsibility:

  • Use the correct tools and wear proper clothing and equipment for the job as directed by supervisor/foreman.
  • Keep tools in good condition.
  • Work safety and follow the Company’s safety, security, environment & health rules and regulations.
  • Provide suggestions for improving safe working practices, on a day-to-day basis.

Safety Supervisor

Supervisors must assume an active and aggressive role in carrying out their safety responsibilities. Every member of supervision must accept personal responsibility for the safety and general welfare of themselves and all employees.

The responsibilities of supervision are as follows:

  1. Provide And Maintain A Safe And Healthful Place To Work
    1. Know the actual conditions of the operating equipment and environment.
    2. Be constantly alert to observe and promptly correct unsafe conditions and practices.
    3. Predict and forestall the possibility of an accident, and correct the conditions that lead to the prediction.
    4. Investigate reports of unsafe conditions and correct the cause.
    5. Know that, where, when, and why personal protective equipment should be worn.
    6. Follow up. In addition to issuing work orders and project requests, check the progress frequently until results are obtained.
    7. Maintain good housekeeping.
  2. Provide And Maintain A Safe Process
    1. Know the process and the “why” of it.
    2. Know the properties and hazards of the materials involved.
    3. Be alert to improve the present processes from the standpoint of safety based on knowledge of the materials and methods involved.
    4. Evaluate new and existing processes from a safety perspective.
    5. Encourage suggestions for improved job methods, but stress that approval must be obtained before any changes are tried.
    6. Prevent “shortcuts” by being certain that employer know the job hazards and the corrective measure for each situations.
  3. Determine That Employees Are Physically Fit
    1. Ensure that site medical personnel review the records of employees to confirm fitness for any new job.
    2. Observe employee’s condition at start of work.
    3. Control fatigue by measuring work assigned and by observing employer as they work.
    4. Do not allow overtime if employee is fatigued.
    5. Reassign people who are unsuited to their work. (Secure assistance from higher supervision, the Medical section, and other groups as needed.)
  4. Create And Maintain An Active Interest In Safety And Health The supervisor is responsible for maintaining his employees interest in safety and health. The following are prevent measures:
    1. Example Setting Demonstrate safe practices by properly using safety equipment at all times and by promptly reporting injuries.
    2. Personal Contact with Employees
      1. Conduct frequent personal contacts with employees.
      2. Make sure that they understand corrective measures.
      3. Give credit and praise when due. Stimulate pride in work.
      4. Keep employees up-to-date regarding information that concerns them.
    3. Safety Meetings
      1. Stimulate participation.
      2. Secure interesting subject matter.
      3. Make effective presentations.
      4. Analyze safety meetings to be sure they are not too long, too dry, or too inefficient.
    4. Publicity

      Publicity is public information to advance the interest of a cause while it can be used to advantage for safety, publicity can never substitute for personal contact.

    5. Safety Suggestions
      1. Encourage safety suggestions.
      2. Take prompt action.
    6. Correct Thinking
      1. Reinforce the concept that safe work benefits the employee.
      2. Make it clear that the employee is an important and integral part of the operation and of its safety effort.
  5. Train And Instruct As Needed For Safety Performance
    1. Know the job.
    2. Use proven methods of instruction-“prepare, present, try out, and follow up.”
    3. Explain the “why” as well as the “what”.
  6. Discipline Employees Who Ignore Safety Rules

    Success full discipline depends on the group’s acceptance of the job requirements and each group member’s desire to meet those requirements. Constructive leadership can do much to establish acceptance by:

    1. Demonstrating interest in each member of the group.
    2. Having will-prepared training methods and regular follow-up.
    3. Setting the right example at all times.
    4. Using fair and consistent discipline when training, retraining, and other methods have failed to accomplish their purpose.
  7. Investigate And Follow Up If Accidents Occur
    1. See that injured receives immediate attention. Prompt attention by qualified medical personnel for chemical exposures, minor injuries, and suspected injuries is important in preventing serious after effects.
    2. Find and correct the causes of the accident and apply the lesson to other situations. The primary purpose for analyzing accidents is to determine the cause. Carry out this part of the investigation without placing or implying personal blame.
  8. Follow Established Procedure If Accidents Occur
    1. All injuries or suspected injuries occurring on the site, however minor, must be reported immediately to area supervision and the Medical section for prompt treatment.
    2. Aid in the investigation of accidents to find and correct the cause. If involved in off-the-job injury, report to area supervision and the site medical personnel as soon as possible.

    6. Question instructions that seem wrong or unclear.
  13. Learn The Operating Procedures Needed For Safe Performance

    Know the job thoroughly; including its potential hazards and the safeguards required eliminating these hazards.
